I can't reproduce this in a Jessie ISO built yesterday. Can you still
reproduce it?

I can't reproduce this either, *unless* I use the Alt-Shift
keybinding, whose purpose is precisely to cycle through the configured
keyboard layouts. Does it explain what you've seen?

Both `setxkbmap us' and `setxkbmap de' seem to work here. The layout
indicator in GNOME's top panel isn't updated, but the active
layout is.

functionality upstream

Reproduced. May you please try and reproduce in a regular Debian
testing/sid environment, and report the bug to Debian and/or upstream?

Not sure where this icon comes from. Is it translated on Tails 1.1.2?
