A few days ago, the default I2P outproxy which services both HTTP and
HTTPS was added to the default config. Tails, of course, does not want
to have an outproxy configured within I2P. Therefore, the
chroot_local-hooks hook for I2P needs an update for I2P 0.9.15, and that
is what this branch addresses.
