[Tails-dev] [review'n'merge:1.2] feature/7909-scramblesuit

(ticket: #7909)

this branch adds support for scramblesuit bridges, by pulling
obfsproxy (and some newer versions of its dependencies) from
wheezy-backports. Note that this requires Tor 0.2.5, so this is
blocked by the review'n'merge of #7907, as indicated in Redmine.

Candidate for 1.2.
