for ubuntu 14.04 all that was necessary was:
apt-get install virtualbox vagrant rake torsocks tor apt-cacher-ng
python-vm-builder ruby apache2 qemu-kvm virt-what lxc lxctl fakeroot
faketime zip unzip subversion python-pip git make
git clone git://git.tails.boum.org/tails
cd tails && git checkout feature/vagrant-wheezy-basebox
time rake build
