I'd like to see this addressed, at the same time as the swirl
disappears, that is when 1.0 is released. So, I've pushed a simplistic
proposal inspired by u's idea: see the
doc/mention-Debian-on-the-homepage branch.
Would this be acceptable as an initial, good enough™ way to solve the
problem I've raised?
Of course, it would be great if styling was improved and logos added,
before or after merging.
But please, let's be careful not bring back our "good" old habit of
letting problems rot and postponing incremental improvements for
months until we have a perfect solution :)

The conclusion of the dedicated sub-thread is that doing it nicely
would require substantial work on ikiwiki upstream. I doubt this will
happen soon enough.
We're already shipping our own modified page.tmpl, so IMO we could
simply add this footer there for the time being. The downside is that
the footer's text won't be translatable. I don't think it's a blocker.
