The milestone was created, called "Porting Tails to Jessie", and then
assigned to different kinds of tickets, in a way that I find
confusing, and that don't help me organize and prioritize my work
(which, arguably, is the whole point of this huge pile of bureaucracy
that our Redmine is, right? :) So, probably we didn't define clearly
enough what this milestone would be useful for, or there was
a mismatch between the proposal and the implementation, or
something. Whatever.

Some of these tickets (e.g. #6175) fit into the original "getting
things into Jessie now, so they don't need backporting
later" proposal.

Some other tickets really are about what we can/should do when we port
Tails to Jessie (e.g. #5838).

I don't think the same category should be used for both, as the former
needs to be done *now*, while the latter can wait a year or so.

So, I propose:

  * let's use the 4.0 milestone for things to do when we'll be porting
    Tails to Jessie
  * let's create a high priority ticket called "Get everything we need
    into Debian Jessie"
  * turn things like #6175 into subtickets of "Get everything we need
    into Debian Jessie", and give them high priority too
