feature/6508-incremental-upgrades-phase-four implements all child
tickets of #6508 (aka. "incremental upgrades: complete phase four").
Candidate for 0.23, so please review'n'merge into devel.
Changes are spread between:
* this branch in our main repo
* the master branch in the iuk repo
* the master branch in the perl5lib repo
Assigned to anonym for review'n'merge. It would be good if sajolida
tried it too, but no big deal if he can't. Thanks in advance :)
