Just tested on Tails 0.22 (feature_wheezy-0.22-20131105T1143Z-30e8c3c).
Note that there are two packages in addition to python-tz that are
required. To install Tails Clock on 0.22, perform the following:
<steps-to-test-tailsclock>
# Get dependencies installed...
sudo apt-get update
sudo apt-get install gir1.2-gconf-2.0 gir1.2-panelapplet-4.0 python-tz
# Download the tailsclock deb
wget -c \
http://kevin.c.krinke.ca/builds/tailsclock/tailsclock_0.4-1_all.deb
# Install it
sudo dpkg -i ./tailsclock_0.4-1_all.deb
# Restart the GNOME Panel to see the clock in the add-to-panel list
killall -KILL gnome-panel
# Now you can alt+right-click the panel, Add To Panel and select Tails
# Clock from the list.

Obviously when logging in remember to do the extra login step of setting
up a password.
As a side note; Tails 0.22 tested just fine for me today along with
running Tails Clock.
