Done:

I created a bunch of subtickets to finish this work:

I created a new blueprint to work on that:
https://tails.boum.org/blueprint/contribute_section/
The original list of links is huge. For it to be helpful I think we
should limit the number of links that appear on the main contribute
page, while providing a good way of going deeper in the sections once
you know where to click. Then different sections can have their own
table of content, like the design documents for example.
To keep that content compact I created a bullet list with a bit some
hierarchy but avoided complete sentences. The title of the page should
speak by itself, and when needed, we can add more info outside of the
link, like "[[APT repository]], to store our custom Debian packages."
What do you think? Feel free to move things around to put the most
relevant first, and remove or add more links.

I called it "Reference documents" = Design + Blueprints.
I renamed tools as "Development tools".

The downside this is that we won't take advantage of the automatic
indexing anymore. Maybe we could still have an automatic indexing of a
section on the index of the section. The downside of this, is that we
might have to move quite a few pages around so that the source tree
matches the logical sections we want to create.
