Yes, but no. The list of priority is shared for the whole Redmine
instance at labs.riseup.net, and the current one is the result of
a discussion with other users or this instance, a year or two ago, to
lower the number of available priorities. So I'm afraid re-adding new
ones now is unlikely to be consensual.
