This effort has been stalled for more than a year, but here's
a preliminary design: https://tails.boum.org/blueprint/server_edition/

AFAIK nobody is working on this as of today, so if I were you, I would
not be holding my breath. But you're most welcome to make this happen!

Having a proper backport in wheezy-backports would be a nice first
step. Perhaps you (or someone you know) could help make this happen on
the Debian side?

Quite frankly, I don't think we as a project bother ourselves that
much with being #1 -- there are many different usecases, and while we
try to make Tails as good as possible for those we support [1], there
are probably better solutions for some of those use cases, and for
others :)
