Browser and MUA, yes. Local timezone is UTC by default, although git
version already has “tz=...” boot option support (for easier time
sync). It is still possible to force default UTC on the user, didn't
decide on that yet.

Well, it's up to the user. There is a warning in “Language and Time
Zone” applet: “Note that depending on the application you use, the
time zone may be exposed via network.”
