This branch simplifies and reorganizes parts of the test suite. A nice
side-effect is that the network is usable after a VM snapshot restore
much earlier; it cuts about 30 seconds of useless idling for each
scenario that has the network enabled *and* uses the "background
snapshot". Actually this delay was a regression from waaay back, so in a
sense this is a bug fix too, although only performance related.
Candidate for Tails 0.20.1 or Tails 0.21, whichever comes first, so
please merge into devel and stable once 0.20 is out.
