Hi,

ticket: todo/restrict_access_to_ptrace

Tails 0.19 will have the ptrace scope restrictions in since 3.9.6-1
enables it implicitly, but next Debian's Linux kernel (3.9.7-1) will
disable it by default, so this branch explicitly enables it.

Candidate for 0.19.1 and 0.20, so please merge into devel and stable
once 0.19 is out.
