Jacob suggested it would be great to have it as a mode for Tails.
Some thoughts on that...
At boot time, either the user would have to choose to boot Tails
directly or some auto detection magic (enough RAM) would decide to use
virtualization.
Having the regular tails.iso and a virtual machine image inside the
tails.iso would be a lot redundancy.
The tails.iso could be rather look like this:
/kernel
/boot
/initrd.img
/[...]
/bootmagic
/tails.img
