[Tails-dev] Please review feature/japanese_input

hi,

this branch adds a Japanese input system (scim-anthy) that was asked
on the forum. I've asked for tests, and was asked for an ISO.
So I suppose we should add this package, and call for
Japanese -speaking testers at RC1 or RC2 time.

Candidate for 0.14, has been living in experimental for ~2 weeks.
