Could you try:

    VAGRANT_LOG=debug rake build

The error is coming from Vagrant so we should know more about what
happens.

In case my hunch is right, I have a feeling this should work:

    TAILS_BUILD_OPTIONS="noproxy" rake vm:up

Which you can follow by the usual `rake build`.
