Without it tails-greeter failed with error "non-ascii char in file".

I've put it into single commit because both changes are required fix for python
compilation error. At least in my setup: Debian Squeeze.
Unfortunately I'll be mostly unavailable from the end of this week till the mid-March
so I'll be unable to test further improvements.
