[Tails-dev] Tails: persistent APT cache

Currently, shipping APT indices inside the ISO image would be useless
as most of them would be obsolete a few days after the release.
APT would then download them again.

Once persistence is implemented, opt-in inclusion of APT indices and
cache is planned to be supported:
