setup a user who is not a sudoer.
verify it's not a sudoer.
add the policykit config I suggested, replacing 1000 with the
aforementionned user's UID.
login with this user.
run gnome-disk-utility (palimpsest).
try formatting a partition on the internal hard disk.
should ask you the user password as a confirmation,
and allow the operation to be performed,
which shows the user is an admin from policykit point-of-view.
