Maybe I don't remember correctly - there should be quite some mainboards
(mostly OEM boards) for Pentium 4 CPUs that fit well into Tails
requirements but only support USB-FDD and thus can't boot USB.

Regarding the sentence itself I absolutely agree with you. There are
sufficient references that Tails can run from both USB *and* CD on other
parts of the website.
