[T(A)ILS-dev] Tails 0.7-rc1 is available

Hi,

I eventually managed to poke our primary public rsync server's admin
to fix his stuff, and Tails 0.7-rc1 is now available in our HTTP
download testing/ directory.

Congrats to all of us who made this happen!

Please test and report.
