Call for a second European day of action For freedom
of movement and
the
right to stay
31.Jan.05 - Last year a European Day of Action against
detention
centers
and for the legalization of undocumented migrants was
launched during
the
European Social Forum in Paris. A call was subscribed
to by many
different
networks and groups, and on the 31st of January 2004
demonstrations and
actions
were held in more than forty European cities. It was
an important day
in
the development of a networking process among
migrants? struggles and
activists
on a European level.
This year we want to make a step forward. We propose
to all European
networks
and social movements to join in the organization of a
second day of
action,
to be held on April 2nd 2005, centered upon the claim
for freedom of
movement
and the right to stay as an alternative to the
European constitutional
process.
When we talk about the European constitutional process
we think first
of
all of its material dimension, that is of the way the
integration
process
has taken place concretely in the last years. A
European citizenship is
in
the making, and we must focus our analysis on the way
the borders of
this
citizenship are constructed and managed, both in their
external and in
their
internal dimension. Detention center for migrants have
played and
continue
to play a key role in this process. Although they have
taken different
shapes
in different countries, they are actually European
institutions, within
a
unified framework which promoted even an
externalization process of
camps
beyond the « external » borders of the EU - from the
Balkan to Libya
and
Marocco.
Camps are the dark symbol of a migration politics
which is not simply
aimed
at keeping refugees and migrants out of Europe, but
rather at promoting
a
process of selective inclusion, also through
illegalization, of the
migrants.
This process corresponds to the production of a
hierarchy of rights as
well
as of legal and political positions, that lies at the
core of the
material
transformations of citizenship in Europe and which is
far from
regarding
only the migrants. And it corresponds to a new model
of labor force
management
centered upon precarization and exploitation. The
migrants are the
subjects
who experience in advance life and labor conditions
that the whole
workforce,
certainly with different degrees, is beginning to
experience in Europe.
But
on the other hand, their practices of mobility express
a set of claims
and
demands which at the level of everyday life point to a
different
Europe.
That is why we want to bring these interconnections
and demands inside
the
Euro-May Day process and therefore call for a strong
participation to
the
1st of May 2005.
Freedom of movement is in this sense no ideological or
merely
rhetorical
claim. We believe that freedom of movement encompasses
different
struggles
of migration taking place every day throughout Europe
: struggles for
housing
and legalization, struggles against racism and camps,
struggles on the
workplace,
the struggles of women to free themselves from the
patriarchal
structure
of their original but also of their arrival places.
The second day of
action
is intended to stress the importance of these
struggles and to provide
a
transnational framework for the deepening and
multiplication of their
plurality.
We invite all groups, networks and social movements in
Europe, not only
the
ones working on migration-related issues, to join this
call and to
mobilize
for April 2nd 2005. On the second day of action we
will emphasize the
demands
of the last year call. Demonstrations, actions and
struggles must take
place
everywhere in Europe on that day !

Appel pour une seconde journée européenne de
mobilisation Pour la

L?année dernière, durant le FSE de Paris, un appel a
été lancé pour une
journée
européenne d?action contre les camps d?étrangers et
pour la
régularisation
des sans papiers. De nombreux réseaux et groupes s?y
sont associés, et
des
manifestations et des actions ont eu lieu dans plus de
quarante villes
d?Europe
le 31 janvier 2004, jour important pour la
constitution d?un réseau
européen
de migrants, d?activistes et de luttes.
Cette année nous voulons aller plus loin. Nous
proposons à tous les
réseaux
et à tous les mouvements sociaux européens de nous
rejoindre pour
organiser
une seconde journée d?action le 2 avril 2005, autour
de la liberté de
circulation
et du droit au séjour, entendus comme une alternative
au processus
constitutionnel
européen.
Parler du processus constitutionnel européen, c?est
tout d?abord voir,
dans
sa dimension matérielle, comment s?est concrètement
déroulée
l?intégration
ces dernières années. Une citoyenneté européenne se
constitue, nous
devons
analyser comment elle se forme et comment en sont
gérées les
frontières,
envisagées dans leurs aspects interne et externe. Dans
ce processus,
les
camps pour étrangers ont joué et continuent à jouer un
rôle central.
Bien
que différents selon les pays, ce sont des
institutions européennes à
part
entière, dont on va jusqu?à envisager
l?externalisation au delà des
frontières
« externes » de l?Europe - des Balkans à la Libye en
passant par le
Maroc.
Les camps sont la face la plus sombre d?une politique
migratoire dont
le
but n?est pas tant d?interdire l?Europe aux migrants
et aux réfugiés
que
de les inscrire dans un système d?inclusion sélective,
qui définit et
gère
des illégalités en hiérarchisant les droits et en
assignant des places
vis-à-vis
des lois et des droits politiques. Placé au coeur des
transformations
de
la citoyenneté européenne, c?est un nouveau mode de
gestion de la force
de
travail, fondé sur la précarisation et l?exploitation,
et qui est loin
de
ne concerner que les migrants. Ils ne sont que les
premiers à connaître
ces
conditions de vie et de travail qui seront bientôt, à
des degrés
différents,
celles de tous les travailleurs en Europe. Mais, par
leurs pratiques de
la
mobilité, ils portent un ensemble de revendications
qui, au niveau de
la
vie quotidienne, manifestent qu?il existe une autre
Europe. Ce sont ces
revendications
que nous voulons intégrer dans la préparation de
l?EuroMayDay, et nous
appellons
à une participation massive au 1er mai 2005.
Loin d?être une revendication idéologique ou purement
théorique, la
liberté
de circulation recouvre différentes luttes
quotidiennes des migrants en
Europe
: pour le logement et la régularisation, contre le
racisme et les
camps,
sur le lieu de travail, luttes des femmes pour se
libérer elles-mêmes
de
la structure patriarcale de leur pays d?origine comme
de leur pays
d?arrivée.
Le second jour d?action doit mettre ces luttes au
premier plan, les
renforcer
et multiplier leur pluralité dans un cadre
transnational.
Nous invitons tous les groupes, réseaux et mouvements
sociaux
européens,
au-delà de ceux qui sont mobilisés sur les migrations,
à s?associer à
cet
appel et à se mobiliser le 2 avril 2005. Cette seconde
journée d?action
reprendra
les revendications de l?année dernière.

Appello per una seconda giornata europea di azione e
mobilitazione Per
la
libertà di movimento e il diritto di restare
Lo scorso anno, una giornata europea di azione e
mobilitazione contro i
centri
di detenzione e per la legalizzazione dei migranti
senza documenti è
stata
lanciata durante il forum sociale europeo di Parigi.
Un appello è stato
sottoscritto
da molti network e gruppi, e il 31 gennaio 2004
manifestazioni e azioni
sono
state realizzate in più di quaranta città europee. È
stata una giornata
importante
per lo sviluppo di un processo di comunicazione e
messa in rete tra le
lotte
dei migranti e gli attivisti a livello europeo.
Quest?anno vogliamo fare un passo avanti. Proponiamo a
tutte le reti e
ai
movimenti sociali europei di condividere
l?organizzazione di una
seconda
giornata di azione e mobilitazione, da realizzare il 2
aprile 2005,
focalizzata
intorno alla rivendicazione della libertà di movimento
e del diritto di
restare
come un?alternativa al processo costituzionale
europeo.
Quando parliamo del processo costituzionale europeo,
pensiamo prima di
tutto
alla sua dimensione materiale, ovvero alle modalità
del processo di
integrazione
che hanno concretamente avuto luogo negli ultimi anni.
Una cittadinanza
europea
è ciò che si sta costruendo, e noi dobbiamo
concentrare la nostra
analisi
sul modo in cui i confini di questa cittadinanza sono
costruiti e
gestiti,
tanto nella loro dimensione esterna, quanto in quella
interna. I centri
di
detenzione per migranti hanno giocato e continuano a
giocare un ruolo
chiave
in questo processo. Sebbene abbiano forme diverse nei
diversi paesi,
sono
in realtà istituzioni europee, all?interno di una
cornice unificata che
promuove
un processo di esternalizzazione dei campi anche al di
là dei confini
dell?Unione
- dai Balcani alla Libia e al Marocco.
I campi sono l?oscuro simbolo di una politica delle
migrazioni che non
è
semplicemente orientata a tenere migranti e rifugiati
fuori
dall?Europa,
ma piuttosto a promuovere un processo di inclusione
selettiva dei
migranti,
anche attraverso l?illegalizzazione. Questo processo
corrisponde alla
produzione
di una gerarchia dei diritti, così come delle
posizioni legali e
politiche,
che è al centro delle trasformazioni materiali della
cittadinanza in
Europa
e che è ben lontano dal riguardare solo i migranti.
Esso si traduce,
inoltre,
in un nuovo modello di gestione della forza lavoro
centrato sulla
precarizzazione
e sullo sfruttamento. I migranti sono i soggetti che
sperimentano in
anticipo
condizioni di vita e di lavoro che l?intera forza
lavoro, pur con
differenze
innegabili, sta cominciando a vivere in Europa. Ma
d?altra parte, le
loro
pratiche di mobilità esprimono una serie di
rivendicazioni e domande
che,
nella vita di ogni giorno, indicano un?Europa diversa.
Per questo
vogliamo
portare queste connessioni e queste domande
all?interno del processo di
costruzione
dell?Euro-May Day, e di conseguenza facciamo appello
per una grande
partecipazione
al 1° maggio 2005.
Libertà di movimento non è, in questo senso, una
rivendicazione
ideologica
o meramente retorica. Crediamo che la libertà di
movimento attraversi
le
diverse lotte dei migranti che hanno luogo ogni giorno
in tutta Europa
:
lotte per la casa e la legalizzazione, contro il
razzismo e i centri di
detenzione,
lotte sui posti di lavoro, le lotte delle donne per
liberare se stesse
dalle
strutture patriarcali dei luoghi di partenza ma anche
di quelli di
arrivo.
La seconda giornata di azione e mobilitazione è
pensata per valorizzare
l?importanza
di queste lotte e per dare una cornice transnazionale
perché sia
approfondita
e moltiplicata la loro pluralità. Invitiamo tutti i
gruppi, i network e
i
movimenti sociali in Europa, non solo quelli coinvolti
nelle questioni
concernenti
le migrazioni, a condividere questo appello e a
mobilitarsi per il 2
aprile
2005. Durante la seconda giornata di azione e
mobilitazione, daremo
risalto
alle domande presenti nell?appello dello scorso anno.
Dimostrazioni, azioni e lotte quel giorno dovranno
avere luogo ovunque
in
Europa !
