Per opportuna conoscenza viene inviata in allegato copia della =
interrogazione effettuata dal gruppo VERDI del Consiglio Regionale =
della Puglia. (oggi in conferenza stampa 5/8/2002).
I gravi ritardi nell'attuazione dell'Agenzia Regionale Prevenzione =
Ambientale (A.R.P.A) della Legge Regionale 6/99, non fanno altro che =
aggravare la situazione di emergenza sanitaria ed ambientale che perdura =
dal 1994 (rifiuti, acque, depuratori, bonifiche ecc...). Nonostante la =
drammaticit=E0, si nota purtroppo, lo scarso interesse del governo =
regionale a rendere efficienti le strutture territoriali, =
istituzionalmente preposte al controllo ed al monitoraggio ambientale.
Sin'ora le gravi emergenze nel Sud (la Puglia non ha fatto eccezione) =
che hanno dotato di poteri straordinari Regioni, sono servite a =
rilanciare interessi che non c'entrano con la pubblica utilit=E0.
Ci chiediamo se in questi anni non fosse stato pi=F9 opportuno destinare =
ai 5 PMP regionali, molte delle risorse spese dalla Regione Puglia e =
dalle Amministrazioni Provinciali, per dare incarico ad alcune ditte =
private o libero-professionisti nel rilevamento dell'inquinamento =
ambientale?
L'ARPA non deve rappresentare un cambiamento di "facciata", ma =
l'assunzione di precise responsabilit=E0 del governo regionale, insieme =
all'unificazione di molte importanti funzioni di prevenzione saniatria =
ed ambientale che oggi vengono svolte in modo disorganico, insufficiente =
e talvolta in conflitto tra i vari organi istituzionali: Provincia, =
Regione, ASL, Comuni, con inevitabili ricadute sulla salute dei =
cittadini.
