Panel 10.3 Governing sharing practices

There is an increasing debate about the economic and social impacts of the
collaborative practices in different dimensions of the social life, such as
working, housing, caring children or aged people. The debate is focusing
more and more on the balance between positive impacts, such as the
fostering of mutual help, sociability and welfare cost reductions, and the
negative ones, such as the promotion of social and digital divide, the
retrenchment of welfare services, the increasing role of corporations. What
is often missing in this debate is the analysis of the role local public
institutions may play to govern these practices and to rule over its
effects. In this panel we will focus on how different local administrations
are governing the sharing economy practices and on how they are trying to
tackle the problems of potential inequalities associated with them.
The panel aims to gather scholars who are tackling these issues, focusing
on the following topics:
• Impact of sharing practices on/in the urban context
• Differential impact on citizen and their hierarchization produced by
sharing practices
• Power distribution as output of algorithms, rating and trust systems
• Role of public institutions in governing, steering and promoting sharing
practices
• Impact of sharing practices on the welfare system
• Impact of sharing practices on the governing role of public institution
We encourage contributions that address one or more of the listed topics,
using qualitative analyses and case studies, empirical analyses and
developing theoretical frameworks which a specific stress on the political
role and the political impacts.
